Attard (University of Malta) examines the web of applicable international rules regulating one of the most fundamental obligations at sea. The study focuses on the duty to render assistance in light of contemporary challenges posed by the phenomenon of irregular migration by sea, a problem which has intensified in recent years. The threat presents dangers to the safety of life at sea, undermines the protection of human rights, and threatens international and national peace and security. These concerns have placed irregular migration by sea at the forefront of the international community’s agenda. Issues surrounding this global problem will be the focus of several courses offered within the SEA-EU initiative.
